User Engagement Outcome – Proposed Change to Collecting Non-Standalone Units in LADR (Accessible Version)

introduction

This document confirms the outcome of the user engagement on our proposal to end the collection of non-self-contained units as aggregated dwelling equivalents in local authority data collection from 2022.

context

When the LADR was established in 2019, it took questions from existing local authority housing statistics and replicated them to maintain time series for data release. Since then, we have been working to ensure and improve the quality of the data returned to us by the LADR. One area that has been reported to have resulted in errors in previous years’ submissions is the collection of dwelling equivalent counts of non-self-contained units.

As part of the publication of Collectivités 2021 data, we have proposed ending the collection of these units in grouped housing equivalents in the LADR collection and proposed that from April 1, 2022, all non-self-contained units be counted as sleeping spaces.

User Engagement

As part of our commitment to continue to meet user needs, we have sought input and feedback on this proposal from key stakeholders and data users.

The proposed change was detailed in the main document on the social housing stock and provider rent profile registered by local authorities which was published on 26 October 2021. It was accompanied by an impact assessment document detailed, which provided additional information on the background and impact of the proposal, as well as comprehensive information on the complexity of the current methodology. This document included a direct call for user feedback.

Following the publication of the proposal, we have contacted all suppliers registered with local authorities directly to draw attention to this and solicit feedback. The proposal was also discussed at a meeting of the Central and Local Government Information Partnership (CLIP-H) group.

As a key user of LADR data, colleagues from the Department of Upgrading, Housing and Communities were contacted directly, and we sought to identify other users who had accessed housing equivalent information through them. Subsequently, we also contacted other data users directly, including Business Energy and Industrial Survey, the Bank of England and the Office for National Statistics.

Result of the consultation

We have received verbal and written comments from suppliers registered by local authorities regarding the proposal. Feedback received has been positive, with the decision to simplify collection and reduce the burden on data providers by removing the requirement for them to calculate housing equivalent cluster figures being welcome.

This response was also received during an in-person meeting of the CLIP-H group on November 4, 2021, the proposal not having been contested by the assembly of delegates from the community and the department.

Liaison with colleagues DLUHC confirmed that there was no direct use of housing equivalent figures in ministry publications or tableaus vivants and that there were no detailed objections to the ministry’s proposal. However, a DLUHC The statistician asked if it would still be possible to estimate housing equivalent figures if the data were collected on the proposed basis.

Action for LADR 2022

The commitment period ended on January 31, 2022 and based on the feedback received, we intend to implement the proposed change. As such, the requirement to report non-self-contained units as clustered dwelling equivalents will be removed from local authority data reporting in 2022 and we will ask providers to report bed spaces instead.
